Tallinn a large city in Estonia is looking to get rid of the numerous casino that dot the city. Although an important means of income generation the casinos foster addiction, crime and “sleaze.” As a result the city is looking for a way to remove the casinos without actually eliminating them.

This problem has led city planners to develop a plan for three man-made islands. They envisage three islands: one for children, one for culture and one for adult entertainment, including gambling.  All would be connected by bridges, but people wanting to enter the casino island would have to pay a hefty fee.

The final cost of the plan is approximately £74.3m. However, city planners are estimating that £250m profit could be made from the sale of land to casino developers.
